近日，越南国家环保总局正在对越南全境的再生资源企业进行环保大检查，检查的主要内容是厂区污水排放系统、生产车间除尘系统、拆解后废弃物的环保处置情况及其加工设施的环保运行情况。受此影响，很多企业都在积极应对政府部门的检查，生产加工量有所下滑。

       Recently, the Vietnam General Department of Environmental Protection has been conducting a major environmental protection inspection of renewable resource enterprises across the country. The main focuses of the inspection include the factory's sewage discharge system, dust removal system in production workshops, the environmental protection disposal of waste after dismantling, and the environmental protection operation of processing facilities. Affected by this, many enterprises are actively responding to the inspections by government departments, leading to a decline in production and processing volumes.

　　据越南《越南新闻》11月26日消息，越南政府近日出台政府第155/2016/ND-CP法令，提高了违反环保法规的行政处罚力度。根据该法令，个人环保违规行为最高将被罚以10亿越南盾(约合4.44万美元)，机构组织罚金最高为20亿越南盾(约合8.88万美元)。

       According to Vietnam News on November 26, the Vietnamese government has recently issued Government Decree No. 155/2016/ND-CP, which increases the administrative penalties for violations of environmental protection regulations. According to the decree, the maximum fine for individuals for environmental violations will be 1 billion Vietnamese dong (approximately US$44,400), and the maximum fine for institutions and organizations will be 2 billion Vietnamese dong (approximately US$88,800).

　　根据该法令，个人违反工业区、出口加工区、贸易区和贸易镇的环保法规，将被处以5百万至5亿越南盾(约合220-2220美元)的罚款。个人违规排污，特别是排放有毒污染物的，将被处以30万到10亿越南盾的罚款(约合13-4.4万美元);个人违法海洋环境保护法规的，将被处以2.5亿至10亿越南盾(约合1.1-4.4万美元)。如为机构或组织实施上述行为，则罚款为个人罚款的2倍。

       According to the decree, individuals who violate environmental protection regulations in industrial zones, export processing zones, trade zones and trade towns will be fined between 5 million and 500 million Vietnamese dong (approximately US$220-2,220). Individuals who illegally discharge pollutants, especially toxic pollutants, will be fined between 300,000 and 1 billion Vietnamese dong (approximately US$13-44,400). Those who violate marine environmental protection regulations will be fined between 250 million and 1 billion Vietnamese dong (approximately US$11,100-44,400). If the above acts are committed by institutions or organizations, the fines will be twice those for individuals.

　　在2016年的时候，台塑因排污问题在越南被罚5亿美元的事件发生后，越南政府开始在全国范围内严查和整顿排污企业，涉污企业开始大量引进和采购环保技术及设备，以保障其排污标准符合环保要求。

       In 2016, after Formosa Plastics was fined $500 million in Vietnam for pollution discharge issues, the Vietnamese government launched a nationwide crackdown and rectification of pollution-emitting enterprises. Pollutant-related enterprises began to massively introduce and purchase environmental protection technologies and equipment to ensure their discharge standards comply with environmental protection requirements.
